Letter to Permanent Representative of the Republic of the Union of Myanmar to ASEAN

Dear Excellency H.E. Amb. U Nyan Lynn,

On behalf of the Committee of the ASEAN Civil Society Conference/ASEAN Peoples’ Forum, I would like to convey our heartfelt thanks for the communication and coordination from the Government of the Republic of the Union of Myanmar to the idea of people’s participation and engagement and the Informal Meeting with Civil Society during the 18th ASEAN Summit.

We would like to use this opportunity to explain again that the ACSC/APF has an agreed selection process in sending representatives to the interface to ensure the meaningful dialogue between the ACSC and ASEAN. During our e‐mail communication with H.E. Djauhari Oratmagun, Director General of the ASEAN Cooperation, we have submitted a criterion for attendance, which include representation of countries without replacement, substantive dialogue and intention and will by the governments to carry out into action. The following guidelines are:

1. Must participate the whole ACSC/APF 2011 ,

2. Agree to bring statement of ACSC/APF 2011 before the Leaders,

3. Ensure a balance in representation in terms geographic origin, gender and issues,

4. Selected by ACSC/APF participants from the relevant country before or during the
ACSC/APF 2011,

5. Must come from civil society organization, NGOs, or mass‐based organizations inside the
country (except Myanmar/Burma),

6. International organization representative has no right to be selected for the country,

7. Interface Committee members are not eligible to be delegates,

I regret to learn that there is government appointed representative from Myanmar to attend the Informal Meeting which is against with civil society’s guideline for selection. We would like to encourage you to refrain from sending them to the Meeting. We believe that only with the proper and democratic process, we can establish a meaningful dialogue as envisioned by the ASEAN Charter.
